What is the best solution concerning water damage from roof to basement on a two story house?

Doing a water test to determine where the water is entering may locate the issue. Also checking your roof vents, flashing, chimney, gutters and downspouts
Is there anything I can do from inside my attic to battle ice dams? I'll worry about preventing them next, for now I have them and want to speed up their melt.
